موضوع رابطه تحريم های بين المللی عليه جمهوری اسلامی ايران و
مسأله حقوق
بشر در ميان اپوزيسيون ايران بحث تازه ای نيست (1). همچنين در اين باره که آمريکا و
اروپا در اين مورد برای ايران چه کار می توانند بکنند بارها بحث شده است (2).
نظرات خانم شيرين عبادی، برنده جايزه نوبل صلح، نيز چه در ميان اپوزيسيون ايران و
چه در مجامع بين المللی شناخته شده است (3). در نتيجه در پيشنهاد زير از تکرار آن
مجادلات پرهيز شده است.
تحريم های بين المللی که در دوران رياست جمهوری محمود احمدی نژاد
تشديد شد حتی مورد اعتراض بخش هايی از اپوزيسيون داخل کشور نيز قرار گرفته است.
البته در همين حال بخش های ديگری از اپوزيسيون داخل ايران خواستار ادامه تحريمها هستند.
جريانات اپوزيسيون خارج از ايران نيز نظر مشترکی بر سر موضوع تحريم ها ندارند. دولت ايران
بدون شک مخالف تحريمهای بين المللی است هرچند برخی گروههای تندرو هوادار رژيم ادامه
تحريمها و حتی وقوع جنگ را نعمت می دانند. در خارج نيز برخی جريانات تندرو در دولت
های عربی و اسراييل موضع مشابهی دارند
(4).
دولت ايران در زمانهايی تحريمها را چندان مسأله
نمی دانست و در زمانهای ديگر عامل تورم و مشکلات اقتصادی کشور معرفی کرده است.
در گزارشهايی نيز که از ايران می رسد بسياری از مردم تحريمها را عامل
معضلات اقتصادی داخل کشور می دانند و برخی نيز سياستهای دولت را مقصر دانسته
اند. برخی با تحريمهای هوشمند موافق بوده اند اما در عين حال گفته اند شماری از تحريمها مردم
ايران را به ورطه نابودی کشانده است و از جمله مشکلات نقل و انتقال ارز برای دانشجويان
مقيم خارج يا موارد ناياب بودن برخی داروها در ايران را ذکر کرده اند.
در حال حاضر بحث های 5+1 با ايران بر روی مسأله برداشتن تحريمهای
ايران متمرکز شده است. مذاکرات دولت ايران در زمينه های مختلف سالها است که جريان
دارد (5). اما در اين برهه زمانی بحث تحريمها بسيار حاد شده است و لازم است که
اپوزيسيون ايران نيز بتواند در اين رابطه کمک کند.
پيشنهادی که بنظر اينجانب می رسد تشکيل کميته ای درسازمان ملل به
رياست خانم شيرين عبادی است که بتواند مسأله نظر مردم ايران در مورد برچيدن تحريمها
را بررسی کرده و نتايج آن را به اطلاع نشست 5+1 برساند. اين کميته می تواند به
ايران سفر کرده و با همکاری دولت ايران نظرات واقعی مردم را منعکس کند.

The subject of relation of sanctions against Islamic Republic of Iran and the issue of human rights in Iran is not a new discussion among Iran's opposition (1). Also what the US and Europe can do for Iran in this regard has been discussed a lot (2). The views of Shirin Ebadi, Iran's Nobel Peace Laureate, are also known to the Iranian opposition and international community (3). Therefore, in the following proposal repetition of those arguments has been avoided.
International sanctions against Iran that have been intensified during the presidency of Mahmoud Ahmadinejad are being criticized by some parts of opposition inside Iran. Of course, some other parts of Iran's internal opposition want the continuation of the sanctions. Iran's opposition abroad does not have a unified view on sanctions either. Undoubtedly Iran's government is against the international sanctions although some extremist pro-government groups in Iran see the continuation of sanctions and even the occurrence of a war as a blessing. Outside Iran some extremist groups inside the Arab governments and Israel have similar positions (4).
Iran's government, at times, did not view sanctions as such an important issue and at other times has blamed them for the inflation and other economic problems of the country. In some reports from Iran many people see the sanctions as the reason for the economic problems inside the country, but others have blamed the government policies. Some people have expressed agreement with smart sanctions but at the same time have said many of the sanctions have destroyed the Iranian people and as examples have mentioned the sending of money to Iranian students abroad or the scarcity of some medical drugs inside Iran.
At the present, the discussions of 5+1 negotiations are focused on removal of Iran sanctions. Negotiations of Iranian government in various areas have been going on for years (5). But at this juncture of time the discussion of sanctions is the hottest and it is necessary that Iran's opposition help in this regard.
A proposal that I would like to suggest is to create a committee in the United Nation under the leadership of Shirin Ebadi to review the opinion of Iranian people about the removal of sanctions and to report its results to the 5+1 summit. This committee can travel to Iran and with cooperation of Iranian government to reflect the real views of Iranian people.
Hoping for a democratic and secular futurist republic in Iran,
